This way the heat can travel out, and not dry out the chemical in the capacitors. So what i know is that the mobo is getting power because the green light is on.

Raybay, you sound like more of a paper pusher than a tech these days. Now, the battery light on the front of the laptop is blinking orange 4 times then green once (repeatedly). I went to Dell's site first, and didn't find anything related to the fan in their support area, so thankfully I posted here.
Also if your capacitors are not 105C chances are they are only handle 85C and will blow if things get hot inside the desktop.
