They play the DVD (and CDs as well) slightly slowly and with an element of slight echo, crackle and stutter.

Check the device manager under the disk drive controllers to find out. I have also tried to enable and disable all kinds of "Motion flow" and "600 hz" modes on the tv to se if that was the problem but it isn't.
