External Hard Drive Does Not Appear In 'My Computer'

The device doesn't show up on the Disk drives. I was hoping to use it to install Windows 10. My device was under drive E:, and I changed it to F:, because I saw some people saying online that you have to change the drive there to another one and When the format is finished the drive will appear in the computer as Removable Disk or as a Hard Disk Drive. http://mffonline.com/external-hard/computer-not-reading-external-hard-drive.php

The Toshiba itself just stopped working this morning and when I plug it in, will not show up on My Computer and will not light up. The same results when using 2 other USB points. Thanks for taking time to post and help others to solve this kind of issues,I have the same problem here.
