It kind of locked the formatting procedure. Then I put it back in the original laptop, changed the BIOS to boot from CD, and installed Windows 10 from CD. The only way to format a drive in use by the system is to reboot, usually from floppy, so the system isn't running. You can not just format this partition to NTFS - you need to delete it and create a new one with different ID.
