My system wont boot. just remove the psu out from the computer tower/case then try plugging it into the power slot again.. If the problem is repairable, and it usually is, you don't have to start all over again reinstalling every bit of software you had. Now, it wont spin the fans for more than 1 second.Good idea on the capacitors. have a peek at these guys

Fans spin for half a second and then turn off, then on. I don't believe it is the lid switch because the lid is always open and not moved. I ran WDs drive tools on the drive and it reported no errors with the drive and the drive worked fine after that error.
