In system Properties (XP) it lists two speeds the first is 3.0GHz the second is 1.5GHz. Set yours to 200 MHz which will provide an 800 MHz FSB. So the machine may have taken x effort for the machine to run prior to an update (that Steam would insist on), but 2x effort to run after the update. maybe flashing to a newer bios will fix the problem.
